Constitution

Southwest Region Association of School Librarians Revised Constitution

March 1, 2008

 

Article I. Name/Affiliation

The name of this organization shall be the Southwest Region Association of School Librarians(SWRASL) and shall be an affiliate of the Missouri Association of School Librarians(MASL).

Article II. Purpose

Section 1. SWRASL is devoted to the improvement of learning opportunities through access and utilization of information.

Section 2. The mission of SWRASL is:

    • To promote professional growth and involvement of member
    • To encourage communication and cooperation among school librarians
    • To foster teamwork with public libraries and other educational agencies
    • To increase publicity of positive effects of school libraries

Article III. Membership

Section 1. An individual interested in promoting the purposes of the organization may become a member by paying the prescribed dues.

Article IV. Officers

Section 1. The officers of the organization will be elected for two-year terms. The vice president/president-elect will serve one year as vice president, the second year as president. The secretary and historian will be elected on odd-numbered years, by the membership to serve two-year terms. The treasurer will be elected for a two-year term on even-numbered years. Annually, a new vice president/president-elect shall be elected.

Section 2. The officers of the organization shall also be known as the Executive Council.

Section 3. Election of the officers shall be by a vote of current members of the organization.

Section 4. The officers of the organization shall be the administrative body of the organization and shall manage the business affairs of the organization.

Section 5. Each officer will have one vote.

Article V. Meetings

Section 1. The organization shall hold a business meeting annually.

Section 2. Special general business meetings of the organization may be called by a two-thirds vote of the officers provided prior written announcement be given to the entire membership.

Article VI. Affiliation

Section 1. The organization shall be an affiliate of the Missouri Association of School Librarians (MASL).

Article VII. Amendments to the Constitution

The constitution may be amended by a two-thirds vote of the members present and voting at any duly called business meeting of the organization, provided the proposed amendment has been approved by the Executive Council and a written copy sent to each member of the organization prior to the meeting.

Article VIII. Amendments to the By-Laws

The By-Laws may be amended by a majority vote of the members present and voting at any duly called business meeting of the organization, provided the proposed amendment as been approved by the Executive Council and a written copy sent to each member of the organization prior to the meeting.
